The system needs more than an answer button.

NSDM converts evidence and governance states into explicit actions. The objective is controlled behaviour at the boundary, not maximum response rate.

Provide the answer with appropriate evidence, assumptions, scope, and limitations.

Action 02

ask_for_clarification

Request missing facts, definitions, identity, location, timeframe, or decision conditions.

Action 03

request_more_evidence

Identify the source, measurement, document, test, or verification required.

Action 04

abstain

State that the system cannot justify a conclusion from the available evidence.

Action 05

refuse

Decline an unsafe, prohibited, abusive, rights-violating, or out-of-authority request.

Action 06

escalate_to_human

Route the case with an evidence packet and accountable decision owner.

Action 07

policy_forbidden

Stop because a named policy or rule prohibits the action.

Action 08

out_of_scope

Explain that the model, dataset, service, or agent is not authorised for the task.

Action 09

verify_then_answer

Run a deterministic check, retrieval step, tool, or human review before answering.
